A tarp is not a repair. It contains the damage while you arrange the actual work, and it has an expiry measured in weeks.
An inspection is not a quote. One establishes condition; the other prices a scope. A company doing both has an incentive worth being aware of, which does not make the inspection wrong.
Storm damage is not the same as wear. Insurance covers sudden accidental damage. Twenty years of granule loss is wear, and no adjuster will call it anything else.
Repair against replacement is a decision, not a service. It is worth making before you take quotes, because the two are priced and scoped completely differently. Work through the nine factors.

Start from the symptom rather than the service name. Water coming in now is emergency tarping. An isolated stain after rain is usually a repair. General deterioration across slopes is a replacement conversation. If you do not know the condition of the roof, an inspection comes before any of them.
An inspection establishes the overall condition of the covering, flashing, deck and attic. A storm assessment answers a narrower question: what damage a specific weather event caused, documented in the way an adjuster needs, including a count of hits per test square where hail is claimed.
Not usually. Most roofing companies handle gutters, and replacing them alongside a roof is common because the access is already paid for and the edge detail is being reworked anyway.
Hand every bidder the same written scope, then compare line by line rather than total against total. For replacement that means squares, layers removed, deck repair rate, accessories, flashing, ventilation and both warranty lengths. A quote stating only one number cannot be compared with another quote stating only one number.
